December 2006

Danish amateurs gain additional 70 MHz spectrum

As of December 4th Danish Radio Amateurs have gained access to yet another segment of the 70 MHz band:

70,1875 – 70,2125 MHz

That enables the Danish Amateurs to use the “International” calling frequency: 70,200 MHz.  This development arises from good cooperation between the Regulatory body: ITST - and the EDR.

Region 1 EMC e-mail Reflector created

To help discussion of EMC matters between member societies and officers of IARU Region 1, an e-mail Reflector has been created. Mails have been sent to all Member Societies inviting them to propose members for the reflector. Requests should be sent to iaru_region1_Xbtinternet.com (where _X is replaced by @)

ATV Contest

The IARU Region 1 ATV contest will be held on Saturday 9th and Sunday 10th of September.

The contest rules are unchanged since last year and can be found in the VHF handbook
 
This year, the organisation and adjudication is the responsibility of the Belgain society, UBA.

August 2006

The IARU Region 1 Website has been updated to include pages of interest to the casual reader, who wants to know more about amateur radio. Pages have been added describing amateur radio, what radio amateurs do, how to become a radio amateur, and how to listen to radio amateurs.

June 2006

Turkish society TRAC has completed the installation of amateur radio equipment at the Antalya Directorate of Agriculture (also used as an emergency operation centre). Comprehensive HF and VHF communication facilities have been installed, which will further strengthen the capability of amateurs in Turkey to support other services at times of natural disasters.

IARU Region 1 to hold working meetings at Friedrichshafen

IARU Region 1 will be holding a number of meetings at the Friedrichshafen Ham fair at the end of June. Some of these meetings are for invited guests only, but others are open to anyone representing their national society with an interest in the subject. EMC reference section updated

The section of the website devoted to the EMC Working Group now carries copies of the papers submitted by IARU Region 1 to Member Societies and to the bodies working on standards for emissions from PLT systems.

IARU Region 1 Societies approve changes to the Region's Constitution & Bye-Laws

Following the decisions at the Davos Region 1 Conference last September, a ballot has now been completed to seek Member Society ratification of the changes to the Constitution and Bye-Laws of the Region. The closing date for the ballot was 10th May 2006, and the necessary number of votes in favour of all the Resolutions were received by that date.

As a result, the Constitution and Bye-Laws of the Region have been amended in accordance with the Resolutions, and a copy of the new Constitution can be found here

IARU Makes input on “Euroloop” proposals

IARU Region 1, represented by John Gould, G3WKL, has made detailed input to the work being done in CEPT to consider the implications of the proposal to introduce “Euroloop”, a spread-spectrum signalling system for railways, operating in the HF range.

Foresight Project launched

 

Following the presentation made at the 2005 Region 1 Conference at Davos, the Foresight Project has been launched, under the direction of Bob Whelan, G3PJT. The project plans to develop a clearer view of the future direction and options for amateur radio, and will involve a number of Member Societies around the Region. For details of the Terms of Reference of the project, click here.   Member Societies have been mailed an invitation to participate.

HST Championship Software now available on the Region 1 Web

The Region 1 HST Working Group has made available all the software to be used in receiving tests in future HST Championships. It can be downloaded from the HST Working Group  page.

The software includes a  special version of "Morse Runner", the pile-up training software, developed and made available by by Alex Shovkoplyas, VE3NEA. There is also the "Rufz" program by Mathias Kolpe, DL4MM and Alessandro Vitiello, IV3XYM, and the custom-designed HST software by Andrei Bindasov, EU7KI.

An informal meeting of Region 1 HF Managers and Liaison Officers will take place on Sunday morning, 25th June 2006 during the annual HamRadio show at Friedrichshafen.

Those planning to attend the meeting are asked to advise the HF Committee Chairman at iarur1hfm@g3psm.net in order to help with room allocations. More information will follow when known.

The following in changes to the spectrum available to radio amateurs in Monaco have been announced, effective 26 January 2006:

1.850 – 2.000 Mhz (160m)

 

                - 1,810 – 1, 850 Mhz (Primary, exclusive)

                - 1,850 – 2,000 Mhz  (Secondary, shared)

 

50.000 - 52.000 Mhz (6 m)

 

                - 50,000 – 51,200 Mhz

                - 51,200 – 52,000 Mhz (Secondary, shared)

               

70.000 – 70.500 Mhz (4 m) : (Secondary, shared)

A success for the DARC Bandwatch - interference on 21 MHz resolved

Great success for IARU Region 1 in both ECC Working Group Frequency Management and Working Group Regulatory Affairs

During the last week of September 2005 two ECC Recommendations affecting amateur radio were adopted. After years of work both within and outside of IARU Region 1, it was possible for our ERC Chairman Hans Blondeel Timmerman PB2T in WGFM and for the Chairman of our the Region 1 RRWG Bob Whelan G3PJT in WGRA to see these two recommendations adopted allowing extra facilities for radio amateurs within part of IARU Region 1

ECC/REC 05-05 “Early access for the Amateur service to the band 7100 - 7200 kHz” gives administrations within CEPT the opportunity to allow stations in the Amateur Service to use the band 7100 - 7200 kHz on a secondary basis provided that  the  transmitter output power does not exceed 24 dBW (250 Watts). ECC/REC 05-06 “CEPT Novice Radio Amateur Licence” recognises the principle of a CEPT Novice Radio Amateur Licence on which the administrations of the CEPT countries visited will not levy administrative charges or spectrum fees. Administrations, not being members of CEPT, that accept the provisions of this Recommendation, may apply for participation. More Licence Changes

France has dropped the Morse Code requirement for an HF amateur licence, and Estonia, Switzerland and the Slovak Republic have implemented the new T/R 60-01.


Zimbabwe QSL bureau closes

At a ZARS Council meeting held 3 May 2004 ZARS took the decision to close the Zimbabwe QSL Bureau. This is simply due to the excessive cost of services that are now prevalent in Zimbabwe. The main cost is for the posting of cards to the various bureau around the world. This is coupled with a declining number of members such that reasonable subscriptions can no longer support the costs of running the bureau.

ZARS has recommended to members that QSL managers be sought if they do not already have a manager. A number have taken up the suggestion and arrangements have been made.

Member societies should note this information and advise their QSL managers accordingly.Zimbabwe

Effective 20th April 2004, the Swedish administration no longer requires a Morse code test to be passed to obtain an HF amateur licence in Sweden.

IARU Region 1 makes input to ETSI on PLT emission standards (.pdf file)
IARU Region 1 has made a formal response to the recent questionnaire from ETSI and CENELEC

IARU Region 1 and the ECC (Electronic Communications Committee) of CEPT signed a letter of understanding ( LoU )at the beginning of November. The LoU sets out a number of areas for cooperation between Region 1 and CEPT whereby the parties will work toward common European approaches on radio matters and will exchange information and hold meetings for this purpose. The LoU initially is for a three year period renewable by mutual agreement.

Commenting on the LoU, IARU Region 1 Chairman, Ole Garpestad said “CEPT is a very important organisation in the regulation of the global radio spectrum. This Letter of Understanding reinforces the already positive and constructive working relationship between IARU Region 1 and CEPT”.

Jan Verduijn awarded the IARU Region 1 Medal

At the VERON Dag voor de Amateur, Jan Verduijn (pictured right) from the Radiocommunication Agency Netherlands was awarded the IARU Region 1 Medal. The Medal and Certificate was presented by the IARU Region 1 Chairman Ole Garpestad, LA2RR (pictured left) at the VERON Dag voor de Amateur.

Jan, who was CEPT coordinator and spokesman for agenda item 1.23 (7 MHz) at the WRC-03 was given this honour in recognition of his outstanding work in preparation and during the World Radiocommunication Conference 2003.

Jan was totally committed to finding a solution, not only for radio amateurs but for broadcasters and the fixed and mobile services as well. His dedication, extremely hard work and not forgetting his outstanding diplomatic skills were a major contribution to the successful outcome of WRC-2003 Agenda Item 1.23 for the Amateur Radio Community.

RAYNET 50th Year Celebrations
The RSGB is hosting the RAYNET 50th Annniversary Emergency
Communications Convention in Birmingham, UK on Saturday 25 October.

This celebrates the formation of RAYNET, the UK's Amateur Radio
Emergency Communications Network 50 years ago this Autumn by RSGB.

In addition to this, special event station GB50RAEN - Radio Amateur
Emergency Network - will be on the air from 20th till the 31st
October. In addition to the usual modes it is also hoped to run some
SSTV. QSL via RSGB Bureau.

Licensing in Kenya

Licensing procedures in Kenya are currently (August 2003) under active review by the Communications Commission, following many years of complaints, and it is hoped to get a decision in the next few weeks.

In the meantime only foreign amateurs whose countries of citizenship have reciprocal agreements may apply and be considered.

The review will probably also consider the Morse requirement which is expected to be dropped, as well as Police (involving fingerprints for local citizens and Police Certificates of Good Conduct for visitors) and Security vetting.

The impossible requirement for visitors to provide two local referees (to ensure good conduct on the air) has also been brought to their attention.

The ARSK website is kept up to date with the latest information and should be consulted by anyone intending to apply. ARSK will do everything possible to assist visitors and may be reached by e-mail.
