News on RED and EMCD

The Radio Equipment Directive (RED) will replace the R&TTE Directive in June 2016. The RED sets out the requirements for radio equipment placed on the EU market. Radio equipment includes electrical or electronic products which intentionally emits and/or receives radio waves for the purpose of radio communication.
Generally radio equipment used by radio amateurs, including radio kits for assembly and use by radio amateurs, radio equipment modified by and for the use of radio amateurs and equipment constructed by individual radio amateurs for experimental and scientific purposes related to amateur radio falls outside the scope of the Directive.
Currently, Guides to the RED and the Electro Magnetic Compatibility Directive (EMCD) are being prepared. Séamus McCague EI8BP, in his role as Vice Chairman of PRC, has been attending meetings of the Guide Drafting Working Groups and their parent working parties (EMC WP and TCAM) to contribute to the drafting of the Guides on matters relevant to amateur radio. The work is ongoing and the IARU contribution is to ensure that we can continue to enjoy the amateur radio services to the maximum.

Political Relations Committee – Vice Chair

Following the appointment of Thilo Kootz as Chairman of the IARU Region 1 EMC Committee, the Executive Committee has considered the future leadership of the Region 1 Political Relations Committee (PRC), of which Thilo Kootz is currently also the Chairman.

The EC has determined that until the next Conference, leadership of the PRC should be driven primarily by the Vice-Chair, to allow Thilo to focus on EMC matters, although Thilo would remain as Chairman to provide the necessary guidance. Jacques Verleijen, the current Vice Chair has agreed that he cannot provide the enhanced focus for the PRC whilst at the same time chairing another major committee, the VHF/UHF/Microwave Committee (C5), so has agreed to stand aside as PRC Vice-Chair, to allow a new appointment to be made. Jacques remains a member of the PRC.

I am now pleased to announce that Séamus McCague EI8BP, who is already active in the PRC, is appointed as Vice-Chair of the PRC with immediate effect. Séamus recently retired from the role of IRTS President and this and his past experience in professional life will fit him well for the PRC role.

We wish Séamus well in his new challenge.

Publication of the new RADIO EQUIPMENT DIRECTIVE

Yesterday the new Radio Equipment Directive (RED) has been published in the Official Journal of the European Union. The RED is the successor of the former R&TTE-Directive, which was in force since 1999.

During the development the Political Relations Committee/EUROCOM had the chance to comment on the law a couple of times and in some points with success. We believe that the new formulation of the law will improve the power of the members states to actually trace and track down equipment put on the European Market, which do not fulfil the essential requirements of the directive. Furthermore the exceptions for amateur radio equipment were clarified as can be reviewed in appendix I of the law. Two major changes, which do not directly affect amateur radio is the fact, that terminal equipment is no longer in the scope and falls under the EMC directive now. Furthermore pure receivers are now in the scope, which may lead higher provisions in electromagnetic immunity.
The RED needs to be transcribed into national law within the next 2 years. We advice member societies to observe this process closely.

PRC Meeting in Friedrichshafen

The Political Relations Committee of IARU Region 1 will meet in Friedrichshafen during the HAM RADIO. Guest from members societies, who would like to contribute to the political work, are invited to join. Our meeting will be held on Friday, 28.06.2013, from 13:30 to max. 15:00 in Verwaltungsgebäude 5th floor.

Draft of R&TTE directive published

Yesterday the European Commission published the new draft for an R&TTE-Directive. You can download it here. An accompanying press release is available here.
