Especially Article 25.9A § 5A Administrations are encouraged to take the necessary steps to allow amateur stations to prepare for and meet communication needs in support of disaster relief. (WRC-03)

Recommendation D13.1: Effective utilisation of the amateur services in disaster mitigation and relief operations

An earlier ITU Strategic Plan said that “By 2023 all countries should have a National Emergency Telecommunication Plan as part of their national and local disaster risk reduction strategies”. Those countries that implemented this request are shown on this page.
