Unfortunately there seem to have been a temporary issue with log submission on the ARRL web site. The following has been posted on UK reflectors:

ARRL has advised that IARU HF Championship logs submitted between 0000 UTC Sunday, July 10 until 2000 UTC on July 10 have not been received correctly. This applies to logs even if you have received a confirmation email immediately after submission (at 12:17UTC after the test).

From ARRL — “If your log is not on the list of logs received at https://​contests​.arrl​.org/​l​o​g​s​r​e​c​e​i​v​e​d​.​php, please resubmit the log via https://​contest​-log​-submission​.arrl​.org/.”
