The International Amateur Radio Union announces that Human Security for All, HS4A, will be the theme of World Amateur Radio Day on 18 April 2023. For the first time, the United Nations Trust Fund for Human Security and the World Academy of Art and Science are partnering with IARU in a campaign to highlight the role that amateur radio plays in addressing the world’s most pressing needs.
Human Security measures security at the individual level. First introduced by the U.N. in 1994, the concept identifies seven interrelated dimensions of security that are essential to an individual’s wellbeing: economic, food, health, environmental, personal, community and political.
The partners believe Amateur Radio is uniquely positioned to address people-centered, context-specific security challenges by promoting technical knowledge, practical skills, innovative technology, and the deployment of backup systems at the community level that can be called upon in times of emergency. The pandemic, climate change, natural disasters, and armed conflicts on several continents undermine our security and respect no boundaries. Amateur Radio has repeatedly demonstrated its ability to address human security needs. It is a truly global communications medium comprising some three million radio enthusiasts connecting communities and the peoples of the world.
IARU, a federation of the national amateur radio societies of over 150 countries worldwide, is the global advocate for amateur radio through its Sector Membership in the International Telecommunication Union, an agency of the U.N., and other activities. In celebration of World Amateur Radio Day, IARU and its member-societies will be conducting a special two-week on-the-air event 11 – 25 April. Special event stations will be operating from around the world, making two-way radio contacts to call attention to the HS4A campaign.
We are happy to announce that two new interim coordinators have accepted the interim roles and have been accepted by the Executive Committee.

STARS — Support to The Amateur Radio Service
Remy, PA0AGF, have accepted to take the interim role for STARS until the 2023 General Conference (GC2023). Remy is currently also president of VERON and has been for some time working with STARS and preparations for input to the GC2023.

The coordinator role for STARS will be discussed and decided at GC2023.

IPDA — Information Programme for Disabled Radio Amateurs
Riri, OD5RI, have accepted to take the interim role for IPDA until GC2023. Riri has already held the position for a period and is familiar with the area.

The coordinator role for IPDA will be discussed and decided at GC2023.
We want to thank Thomas, HB9FXU, who was the coordinator for the area, but needed to resign before the next conference.
We are sad to inform you that Max Raicha, 5Z4MR, just have passed away.
Max was the current RSK IARU liaison officer, and have been so for many years.

It is with great sadness and regret we have to inform that our friend Jacques, ON4AVJ, unexpectedly passed away on August 6th. We have lost a great and enthusiastic radio amateur!
Throughout the years, Jacques has held many functions within the Belgian amateur organisation, UBA. It is an impressive record of service, from 1992 until 2018, with a focus on VHF and higher frequencies. Jacques received 2017 an UBA recognition for his work.
Within IARU, Jacques joined the IARU-R1 VHF committee and between 2014 and 2021 he held the VHF committee chair. During that time, he coordinated the VHF+ work, revised the VHF manual, established the contest working group and equally examined the level of activity on VHF+ among the member associations efficiently. In addition, he also played a role as part of the extended Region 1 Executive Committee. He remained a member of the Political Relations Committee (PRC) and secretary of the VHF Committee. For his work within IARU, he was 2020 awarded the IARU Region 1 Medal.
We are grateful for all accomplishments and Jacques’ enthusiasm to make a difference. This has been a benefit to the amateur radio community.
On behalf of the International Amateur Radio Union (IARU) region 1 and the Hams around the world, we extend the deepest and heartfelt condolences and sympathy to his wife, family, friends and to all those who admired him as they mourn his loss. Jacques will be greatly missed. May his Soul rest in Peace.
