Member Societies seek inputs for 2021 Workshop

Member Societies taking part in the IARU 2021 Workshop program are now working on their SWOT analyses. 

The two largest societies in IARU Region 1, DARC and RSGB, have asked their members and others interested to contribute to the work they are doing to prepare for the Region 1 Workshop in October concerning the future of amateur radio and the role of IARU and its Member Societies through an on-line survey. For radio amateurs in Germany and UK, the opportunity to contribute can be found at https://​www​.darc​.de/​d​e​r​-​c​l​u​b​/​v​o​-​a​r​/​v​o​r​s​t​a​n​d​/​i​a​r​u​-​u​m​f​r​a​ge/ and www​.rsgb​.org/​s​u​r​vey respectively. Both surveys close 23rd May.

Other societies are working with amater radio groups in their countries in differing ways to develop views about the current state of amateur radio which will provide inputs to their work on the SWOT anayses.

IARU and European Commission meet on WPT-EV

At the request of the European Commission, IARU met on 25 March with representatives of the automotive industry, standards bodies and the Commission to review the current position on the development of an emission standard for Wireless Power Transfer for Electric Vehicles. There was a frank exchange of views, during which IARU made clear the technical basis for its concerns about unwanted emissions from WPT-EV. WPT-EV developers presented their case, based on the tests they had undertaken. After exploring the issues, the Commission determined that further joint tests should be arranged and asked CEN/CENELEC to facilitate these. IARU confirmed it was content to participate and welcomed the initiative, stressing that the tests needed to be conducted in an electrically quiet environment. 

A further meeting will take place once the relevant tests have been completed, with a view to making progress towards an emission standard. In attending the meeting, IARU made clear that it viewed the discussions as being without prejudice to the ongoing work in CEPT, CISPR and ITU on the same topic.

IARU represents the amateur service in more discussions on WPT

The meeting of ITU‑R Study Group 1 and its subordinate working parties was held from 24th November until 2nd December. The amateur service has a particular interest in the work done in WP1A on Wireless Power Transmission. Region 1 President Don Beattie, G3BJ and Executive Committee Member Sylvain Azarian, F4GKR, on behalf of IARU, represented the amateur service at the meeting.

IARU had submitted four papers for the WP1A meeting. One was a joint paper with EBU and BBC proposing changes and corrections to ITU‑R Report SM.2449 on Generic WPT devices. A second submission was an information paper relating to the German ENAMS noise measurement system and reporting to ITU that IARU would shortly be in a position to provide data on levels of man-made noise around Germany.

A third paper was a challenge to a US submission which proposed that work on WPT emissions should stop in ITU. The US paper further proposed that if work was continued, it should be towards a Report not a Recommendation.

The final paper from IARU was a proposed set of amendments to report SM.2451 (impact of WPT for electric vehicles) and in particular a detailed critique of a proposed new US Annex to the Report covering the tests carried out in Texas in January 2020 on a pre-production WPT-EV system.

Significant discussion took place on the last two items, resulting in agreement to continue the work on WPT Emissions. Amendments were made to the proposed incorporation of the US Annex into a revised Report 2451, and these will be considered further at the next meeting.

IARU continues to advocate caution on the permitted levels of spurious emissions from WPT-EV systems. IARU’s position was supported by EBU, BBC and a number of administrations.

Region 1 Virtual General Conference to begin Sunday

The IARU Region 1 General Conference, originally scheduled to take place in Novi Sad, Serbia, is taking place online, starting Sunday.

Taking advantage of online access, well over 200 delegates and observers have registered from nearly 50 national societies. Nearly 90 papers are scheduled for discussion. The conference will be formally opened by IARU President Tim Ellam, VE6SH.

Discussions will take place in four main streams: Organisational and Administrative, HF, VHF+ and EMC. Additional stream meetings will cover spectrum, regulatory and political relations issues and youth initiatives.

Speaking before the Conference starts, IARU Region 1 President Don Beattie, G3BJ, said “It is disappointing that we will not be meeting in-person but in these uncertain times, modern technology gives us the opportunity to conduct our business remotely. I am looking forward to a constructive and wide-ranging set of discussions about many of the challenges facing Amateur Radio today. We also intend to hold an in-person event in 2021 which will address, in a workshop environment, some key aspects of amateur radio’s future.”

A day-by-day report of the proceedings at the Conference will be published throughout the coming week, beginning Sunday evening.

WRC23 preparations continue

From 1 – 3 September, IARU participated in the first meeting of Project Team C of the WRC23 CEPT Conference Preparatory Group where the preliminary CEPT position on the international studies into the amateur radio and radio navigation satellite service coexistence was discussed. IARU will continue to play a full role in the discussions on this subject.
